In the 80s and 90s, the terms head hunters or recruiters, were commonly used by staffing agencies when companies used to hire outside vendors to do this job. Some companies have their in-house Human Resource Department where they staff recruiters. Others rely on outside help.
Also in the early 90s, Back-office Process Outsource companies emerged in Asia, especially in the Philippines. The challenge of “recruiting” talents from another country to find a match in the United States, for instance, became a full-time job in BPO companies like Call Centers, IT Technical Offshore services and others.
